38 Sturgeon Road


WSP Canada Inc. is proposing to rezone the property located at 38 Sturgeon Road (as shown above). The purpose of the rezoning is to allow for the development of a Health Service Clinic at this location to provide a community-centered clinic for a multi-disciplinary rehabilitative health and wellness boutique experience in a home-like setting.

The property is located on Sturgeon Road, along the edge of the Braeside neighbourhood, and is districted as Low Density Residential (R1). The proposed district will be Direct Control (DC), which allows Council to make a decision on the permitted uses and land use regulations for the site.

Once a formal application is received, the City Planning Department will circulate it to internal departments, external stakeholders, to all residents and businesses within 100 m of the property, and to everyone who attended the Open House.

The application documents will also be posted on this page at that time.

    With a rezoning like this in a residential area, why can't anyone open up any business anywhere, subject to the applicant providing a persuasive argument to council? Lets keep businesses in business areas and residential as residential.

    The City’s Municipal Development Plan, Flourish, has some policies that encourage business innovation, infill development, and intensification in mature neighbourhoods.

    The City’s Land Use Bylaw permits redistricting a residential parcel for a different use.  If a property owner believes a business would be viable at a residential address and submits an application, the Planning Department is required to process that application, which may include circulation to nearby residents, and then present it to Council.  After a Public Hearing, Council will then make a decision based on the application’s merits, taking into consideration feedback they may have received from the public.

    Will the letters that the neighbours wrote be given to the people who make the decision NOT to proceed with our residential neighbourhood disruption. ? Thank you.

    What services will be provided in this health clinic? Please give details.

    The services the applicant have spoke about include chiropractic, acupuncture, and massage.  The definition in the Land Use Bylaw that covers these types of services is Health Services:

    "health service" means a development used for the provision of physical and mental out-patient health care and social or counseling services. Services may be of a preventative, diagnostic, treatment, therapeutic, rehabilitative, or counseling nature. Typical uses include medical and dental offices, health and physiotherapy clinics, and counseling services. In the Integrated Care Community (ICC) Land Use District only, pharmacies may be considered as a health service.

    Why this location? What advantage is there to having this in the midst of a residential neighbourhood instead of with other similar businesses?

    The applicant would like the services they offer in the neighbourhood.  By being in the neighbourhood, it brings their services closer to where people live, reducing, possibly the reliance on a vehicle.
