Throughout 2024/25, Administration advanced work in the following areas:

Site Studies

Administration performed additional site investigations including a geotechnical drilling program, hydrological study, and traffic impact assessment. Nothing was uncovered during these preliminary investigations that indicated any issues or concerns in proceeding with the project.

Operating Functional Study

The operations of public recreation consider facility operating expenses, council and community values, delivery of programs and services, and community well-being. The Community Amenities Site would be operated (in alignment to the operations of other City facilities) with the understanding that it provides social benefit to community residents and will not be full cost recovery.

Partnership Opportunity Review

The review examined a number of municipal partnership models that could be applied the Community Amenities Site. While there is no mandate for partnership on this project, later project phases will consider the potential for capital and operating partnerships, which would include clear evaluation metrics. It is important to notes, if the City desires to have a partner, this does not mean that a partner is guaranteed. Partnerships are complex relationships. While healthy partnerships provide opportunities, they also require constant investment in and commitment to both meeting shared goals and respecting individual needs.
