Watkins Land Developments Ltd. on behalf of Landrex, has applied for two Land Use Bylaw amendments, including a redistricting, and a site specific text amendment.

Redistricting

The first proposed Land Use Bylaw amendment is to redistrict a 2.16 ha (5.34 ac) portion of land, from the Mixed Use Level 2 (MU2) District to the Trail Corridor Commercial (TCC) District. This change is proposed to facilitate commercial development on the subject lands. It impacts the lands shown on Figure 1, whose details are listed in Table 1.

An example of uses in the Trail Corridor Commercial district includes animal health, establishment (restaurant), government service, health service, professional office, warehouse store (retail). For a complete list of potential uses, please see Land Use Bylaw 18/2024.

Land Use Bylaw Site-Specific Text Amendment

Due to the proposed redistricting, the area districted Mixed-Use Level 2 would be smaller, and some of the area planned for commercial would be districted separately. The second proposed Land Use Bylaw amendment is to reduce the amount of commercial gross floor area required on the remaining lands, from 25% to 10% with a site-specific text amendment. This proposed change would impact the lands shown in Table 2.

This proposed change would impact the wording of section 5.16(7)(b) of Land Use Bylaw 18/2024, and add new notwithstanding clause as follows:

Notwithstanding sections (b), (i), and (ii) a minimum of 10% of the total gross floor area shall be used for commercial (non-residential) purposes for the following properties:

  1. Lot 1, Block 2, Plan 242 0625 (835 St. Albert Trail); and
  2. The portion of Lot C, Plan 942 3702 (815 St. Albert Trail) districted MU2;

Including any future revisions to this legal description based on a subdivision or condominium plan.

ASP Amendment Required

The proposed changes will require an Area Structure Plan Amendment. The applicant is currently working on that submission and will be hosting a public information session regarding the changes. That meeting will be advertised on this page, and in the Gazette.

    Prior to applying for amendments to City documents such as Area Structure Plans or the Land Use Bylaw, the City asks developers to host their own public engagement event. This is to ensure the public can be made aware of the project and give input prior to the City accepting an application.

    Watkins Land Developments Ltd., and Invistec Consulting Ltd., on behalf of Landrex, will be holding an in person joint public information meeting to present amendments to two sites within the Erin Ridge North neighbourhood.
