About the Project:
The City of St. Albert is proposing to amend the Land Use Bylaw 9/2005, Schedule A, by redistricting Joyal Park in Jensen Lakes neighbourhood. Please see the proposed redistricting map below.
Joyal Park is located in the southeast portion of the Jensen Lakes neighbourhood. Joyal Park has an area of 2.59 hectares. Joyal Park and the school sites for Joseph M. Demko School and Sister Alphonse School are currently districted Public and Private Service (PS). As Joyal Park is a park for the public, the proposal is to district the land to Public Park (P). The proposed redistricting separates the Land Use Bylaw districts for the school and park sites. The park and school sites are developed and operational since 2019. No changes to the park or school sites are being proposed through this redistricting. Access to the proposed redistricting area will continue from Joyal Way to the north and south of the park site.
The proposed redistricting is consistent with the proposed Jensen Lakes Area Structure Plan Jensen Lakes Area Structure Plan, which shows the area designated as a Park. The Municipal Development Plan shows the area as Neighbourhoods, which is also consistent with the proposed redistricting.
Public Hearing
The tentative public hearing date is August 15, 2022. The public hearing date will be advertised in the St. Albert Gazette newspaper under Citylights prior to the public hearing and notification will be sent to property owners within a 100-metre radius advising of the public hearing. Any comments about the proposed redistricting you wish to provide by June 6, 2022 will be taken into consideration when staff prepares the agenda report for City Council.
Please be advised that comments you submit, either orally or in writing, may be recorded and made public, subject to the provisions of the Freedom of Information and Protection of Privacy Act.

Tax assessments are based on market value. There is no evidence of change in market value of surrounding properties due to the proposed redistricting.

The proposed re-districting will separate the public park from the school sites for the intended public park use. The Public Park designation allows this site to be park/recreational facility type of use for the public. Residential or other types of uses are not permitted in the Public Park district.
This consultation is open for contributions until June 6, 2022

The Planning & Development department writes a report and bylaw to Council, based on the technical and public comments. At First Reading, a Public Hearing date will be set.
Council - Public Hearing
this is an upcoming stage for Joyal Park Redistricting
At the Public Hearing, the public can speak to Council about their opinions on the proposal. After the Public Hearing, Council will vote on whether to approve or refuse the application. The tentative date for the public hearing is Aug 15, 2022.
Council - Decision
this is an upcoming stage for Joyal Park Redistricting
If Council votes to refuse the application, the process ends. If Council gives Second and Third Readings to the Bylaw, the amendment is approved.
