Ville Giroux amendment area

The Public Hearing for this application was held in Council on October 17, 2023. Council has approved all three of the amending bylaws to enable the proposed Development.

Select Engineering Consultants Ltd., on behalf of Cidex (Group) Corp,. applied to amend the Vile Giroux Area Structure Plan (Bylaw 7/2012) and the Land Use Bylaw (9/2005). The project site is at 200 Giroux Road, which can be referred to on the Location Map.

Area Structure Plan Amendments

The land use designations, within the amendment area, include Low Density Residential with approximately 120 dwelling units, Public Park, and High Density Residential with approximately 380 dwelling units. The proposal removes medium density residential from the amendment area.

The high density residential area proposed by the application is intended to be developed as multi-family structures, up to 65 metres (20 storeys), and reaching a site density of up to 200 dwellings per net residential hectare.

Land Use Bylaw

The Land Use Bylaw (LUB) 9/2005 amendments include amendments to Schedule A to redistrict the land, text amendments to Sections 8.34 High Density Residential (R4). and a height schedule.

Redistricting

The districts proposed include Residential (RX) and Residential Lane (RXL), which are both low density residential districts, as well as a section of land for High Density Residential (R4). Land is also being district Public Park (P). The layout of the proposed Districts is detailed in the Redistricting Map.

Section 8.34 High Density Residential (R4)

The proposed Land Use Bylaw text changes to Section 8.34 High Density Residential (R4) are proposed for the high density residential portion of 200 Giroux Road only:

  • Section 8.34 (7) (a) Allow a maximum density of 200 dwelling units per hectare.
  • Section 8.34 (12)(a) Allowing for building heights up to 65 m (approx. 20 storeys).

The request to increase the allowable heights is accompanied by a Height Schedule, which details the heights allowed on the site, and the locations of those proposed heights. This is an addition to Schedule F of the Land Use Bylaw.
