Proposed ASP – Northeast St. Albert
UPDATE: November 6, 2024
On November 5, 2024, following the public hearing, City Council gave first reading to the proposed Northeast St. Albert ASP, and directed Administration to refer the application to the Edmonton Metropolitan Region Board for a decision. Pending that decision, it is anticipated that the proposal could return to City Council in Q1 of 2025 to consider second and third readings. Thank you to all residents and other stakeholders who participated in the public hearing.

Although the revised land use and infrastructure concepts have not changed significantly from the previous November 2023 iteration, a revised Area Structure Plan (ASP) document and maps are now available for public viewing.
Furthermore, associated revisions were provided throughout spring/summer 2024 to the following technical documents:
- Engineering Design Brief (May 2024);
- Technical Report (June 2024);
- Transportation Impact Assessment (June 2024); and
- Hydraulic Network Analysis (June 2024).

Background:
Invistec Consulting, on behalf of Landrex Hunter Ridge, is proposing an ASP for lands in Northeast St. Albert. The proposed plan area is located north of the Erin Ridge and Erin Ridge North neighbourhoods, south and east of Township Road 544/future 127 Street, and east of St. Albert Trail/Highway 2. The ASP proposes future land uses broadly categorized as "neighbourhood", "employment", "stormwater management facility", "school site", "major open spaces", and various "mixed use" nodes.
The Area Structure Plan Land Use Concept will define general future land uses within the plan area, but does not set Land Use Bylaw districts on specific properties.
In response to requests made by the City of St. Albert and other stakeholders, key changes made between November 2023 and August 2024 include:
Changed approximately 2.2 hectares of land near the future stormwater management pond adjacent St. Albert Trail from 'Employment Area' to 'Mixed-Use Employment Area';
Graphically reduced the conceptual size of the western-most school site (near St. Albert Trail) to enable future flexibility in terms of the exact school type/configuration/size (and its attached park);
Adjusted the conceptual location of the eastern-most school site in order to increase its distance from a stormwater management pond for student safety; and
Graphically reduced the conceptual sizes of various open spaces, in recognition of the limited legal and financial tools available to the City for acquiring them all.
The decision authority for the proposed new ASP is City Council. The proposed ASP is anticipated to be referred to the Edmonton Metropolitan Region Board after City Council holding a Public Hearing - now scheduled for 2:00 p.m. [Correction: 1:15 p.m.] on November 5, 2024.
